The firm takes pleasure in congratulating our partner,Peter A. Buchsbaum, on his appointment as a Judge of the Superior Court of New Jersey. Peter joined the firm in 1991. He has chaired the Land Use Practice Group as well as served as executive editor of Exhibit A. We wish him well in his new endeavor.

I am pleased to announce the firm’s New Jersey rankings in Chambers USA - America’s Leading Business Lawyers 2004- 2005. Seven of the firm’s partners have been recognized for their outstanding reputations. It is noteworthy that the firm also has the most partners ranked number one in the state in their respective practice areas.

This issue covers three pieces of legislation recently passed that may be of interest to property owners and developers, domestic partners and tenants and landlords.

Meryl A. G. Gonchar and Lloyd H. Tubman address new legislation affecting property owners and developers of land in the northwest portion of New Jersey. In “New Jersey’s Highlands,” they explain the impact this law will have on the 88 municipalities in the 800,000 acre Highlands area.

The article “The New Jersey Domestic Partnership Act Becomes Law,” by Thomas C. Senter and Charles A. Bruder, outlines the rights of domestic partners under the Act as well as the criteria for determining domestic partnership. The law is effective on July 10, 2004.

G. Daniel Nider reviews seven changes governing security deposits in the article, “Recent Legislation Enacted Governing Security Deposits,” and clarifies the rights of tenants and landlords under the law.

Adam Lamparello looks at the current problems with the Federal Sentencing Guidelines and proposes incorporating a “heartland departure” in his article,“Sentencing and Punishment: Reforming the Federal Sentencing Guidelines.”

We welcome Lora L. Fong, who has rejoined the firm as counsel and will practice in the Litigation Department and Technology Practice Group. In addition, four summer associates and three litigation associates have joined the firm.

The New Jersey Domestic Partnership Act Becomes Law
On January 12, 2004, Governor James McGreevey signed the New Jersey Domestic Partnership Act (the “Act”) into law. The Act, which is effective as of July 10, 2004, provides certain tax benefits and rights to domestic partners concerning health care visitation and decision- making, and provides health and pension benefits for domestic partners in certain circumstances.
